Spring Meeting – May 12, 2007

The meeting opening with the passing of the baton from the outgoing CNY Region Director, Bert Ebeling, to the new CNY Region Director, Noel Rios. Many thanks to Bert for his years of service, and good luck in the future to Noel.
Committee Reports
Outdoor Emergency Care (OEC) /Sr EMM
Pam Mead reported that ten candidates passed the Fall OEC Course and received their Outdoor Emergency Care Technician cards.
She also reported that seven (7) patrollers were tested with four (4) passing the Senior EMM test.
CNY Senior S & T and EMM
Jon Wilson is now a Certified Patroller. Congratulations!
2006-2007 was a great year with six (6) out of six (6) Senior candidates passing the S&T Evaluation. Many thanks to the EMM and S&T instructors for a fine job. For EMM the instructors were Pam Mead, Bill Halsey, Peter Oster and Noel Rios. Bert Ebeling was an EMM T/E in training . For S&T the instructors were Bert Ebeling, Larry Close, John Tuttle, Rusty Martin, and Jon Wilson.
Twelve (12) patrollers participated in the Toboggan Clinic and fifteen (15) patrollers participated in the Ski Clinic.
The 2007-2008 CNY Senior Schedule was handed out.
The preseason Senior S&T, EMM T/E’s Clinic for the region staff will be held at Labrador Mtn. on December 15, 2007.
The new S&T manual will be distributed to those trainors who attend.
Kudos to Bert Ebeling for his work as CNY Region Director.
Noel Rios commented that the Eastern Division wants to push the Senior Program. He feels that combining EMM and S&T allows candidates to experience both EMM & S&T activities on the same day without the need to travel to different areas.
Instructor Development
So far Brian Wengert and John Bellardini, both from Toggenburg, are the only patrollers to sign up for the Instructor Development (ID) Course.
The ID course can be presented in the classroom, as in the past, or it can be offered as a self-paced CD based course. Noel feels that the e-course is good, but not as good as the classroom version. This past season three (3) ID courses were cancelled due to lack of participants.
Noel Rios stepped down as the ID supervisor and is being replaced by Flo Rutherford (EPA).
Awards
Pam Mead received the Distinguished Service Award.
John Tuttle received the Yellow Merit Star.
At the Division level, awards were down about 50% from last year.
The CNY Region is trying to encourage more awards by providing reimbursement for awards handed out. Song was reimbursed ~$120.
Legal
There were no legal problems.
Kris Petty inquired into the availability of a liability policy for board members.

Paul Steiner distributed the Treasurer’s report.

A motion was made by Jon Wilson with a second by Burt Ebeling to accept the treasurer’s report as stated. The motion was approved by all present.New Business

Discussion

Line 32 (Senior S&T) now includes women’s events (seminar).o
John Tuttle explained that the Treasurer takes money out of investments to pay the bills.o
John explained that even though we budget money for the different line items the budgeted amounts are not always spent so our budget looks skewed when compared against actual expenditures. In the past the region has never exceeded the amount budgeted for the fiscal year.o
There is a potential for a dues increase for NSP and Eastern Division. Kris Petty requested notification of dues change.o
Noel indicated that line 40 (Webmaster & Secretary) includes funds for a new Web-site.The budget was approved by all present.
Brian Bamberger said we should be honoring deceased members. PD’s should make the Awards advisor (Rich Tordoff) aware of members who have passed on so they can be honored.
There is a Student Seminar scheduled at Killington for March 14 – 17, 2008. Reimbursement funds are available for this seminar from both Region and Division. You have to make a request for funds.
Paul Steiner reported that the Region sent a check for $300 to the Division for the Ski Patrol Museum. Dartmouth College is acting as curator and is in the process of archival preservation.
Paul Steiner distributed the new voucher form.
Noel distributed the CNY Region Staff Roster.

Bela Musits from Gore Mountain was elected to the National Board of Directors (NBOD). He said that all NBOD members were elected by the membership. All of the propositions on the ballot were passed
There are no longer any NBOD members serving who were on the NBOD during the recent litigation
Four (4) NBOD positions are open for election this year.
John Tuttle has been nominated for the NBOD.
NSP is initiating a new program called "Ask the Board". You may e-mail the NBOD any questions you have and you will receive a prompt response.
The NBOD will have a monthly conference call. Patrollers will be able to listen in through a Web connection. More information on this will be issued in the near future.
NSP is searching for a new Executive Director and plans to hire a new Education Director.
Elizabeth Mason has retired after many years of service.
A "Lost Person Program" will be launched soon. Every local Ski Patrol will be expected to have a program which will be coordinated by the Patrol and the 911 system.
NSP & Eastern Division are in debt primarily due to the recent litigation. They are looking for ways to minimize the debt.
Eastern Division Goals
Each Patrol member has a duty to vote. Either vote or do not complain.
The Senior Leadership program must be promoted.
Communication Improvement will be implemented through news letters, e-mail, Web-sites, etc.
CNY Region Meeting
Spring CNY Region meeting is scheduled for May 10, 2008, 9:00 am at Toggenburg.
